A Neutral Density Filter is designed to block out a substantial amount of light entering the lens. This enables the photographer to slow down his shutter speed and/or shoot at a faster F-stop. It is essentially a darkened piece of resin that is designed not to change anything other than the quantity of light that passes through it.
